Mystic Streetscape

The Mystic Streetscape Project was conceived in the late 1990s as an upgrade to the sidewalks, parking and other accoutrements along West Main Street.  The project is part of a series of streetscape projects being conducted by the Towns of Groton and Stonington.  As a result of the fire of 2000, the project was expanded to include placing the electrical, telephone, and cable lines underground from the Mystic River Bridge to High Street along West Main Street. The sidewalks will be upgraded, signage improved, street furniture installed, some parking realigned, drainage improved, new streetlights installed, parklets developed, and the road repaved.

Additionally, sidewalks and streetlights will be replaced along Water Street from West Main Street to the vicinity of the Community Policing/Restroom building.  The street lights will be replaced with lights like those on West Main Street, but the utilities will not be put underground.

MONTHLY MYSTIC STREETSCAPE PROJECT UPDATE

A monthly update is provided on the second Friday of each month to keep Mystic area residents and businesses aware of the progress of the project. The next series of updates will be provided at the Mystic Art Center along Water Street on July 8th, August 12th and September 9th at 9:30 a.m.

Streetscape Update – March 21, 2012    

CL&P has finished the above-ground work required to support the new streetscape underground utilities.  Pettini Contracting has installed conduit and transformer pads in two of the five areas and expects to complete a third by the end of this week. This installation will allow CL&P to pull primary and secondary power wiring through underground conduits behind the Tift Building and in the Pump Station Areas.  CL&P expects to begin installing this wiring within the next week.

Pettini will begin work in the area of Bank Square on March 26 to install an electrical duct bank (concrete encased conduit) of 6 conduits from the large electrical vault installed this fall to the new utility pole in front of 3 Water Street.  This work is expected to be completed in 5 working days.  Two-way traffic will be maintained on Water Street, West Main Street and Pearl Street during this work. The sidewalk from  Bank Square Books to 3 Water Street will be impassable while work is in progress.  During this week, Pettini will also be installing the remaining catch basin on Bank Street.  That road will be closed while the major excavations are made and access from Bank Street to West Main Street will be through the Bank of America driveway.

Pettini will begin work on the north side of the duct bank to Pearl Street beginning on April 3.  This duct bank is expected to be completed by April 16.  There will be various lane closures during this period, requiring alternating one lane traffic due to the nature of the excavation across West Main Street.  All of these traffic patterns will be disassembled at the close of work each day, normally around 3:30 PM, and normal traffic can resume.  Steel plates will be used to cover any open trenches at the end of each day, so care should be taken when transiting the downtown area. 

Please note that according to the Town’s contract with Pettini he cannot work on state roads from the end of the work day on April 5 through April 9, due to the Easter Holiday.
